I have the ugliest blue walls, dirty, in my kitchen. I have Stainless steel appliances and medium brown cabinets. What would be a nice cohesive paint color for my kitchen?

I’m Bec. I just recently found this site and so happy I did. I currently rent an apartment, but have been living here for 3 years and plan to live here much longer. I would like to fix up the kitchen, change the backsplash, change the cabinet colors and perhaps do a few more things. I am unsure if I need to ask my landlord permission to do so, or if I should just go ahead and do it. What have you all done before?
I would love some advice on ways to fix the kitchen up. I have a cognitive and fatigue disability which keeps me homebound a lot, so I can only do so much at certain times. Am also on a budget. I have attached a photo and look forward to any thoughts you may have. I am going for a colorful cottage east coast vibe…if that makes sense lol. Please excuse the mess. I haven’t had ability to clean in a bit.
