I rent a house in the Appalachians. Very cold in the winter. I've done all the stuff mentioned above. I've also put the shrink film on both the outside *and* on the inside. That helped in some rooms, but then I realized that the bricks on the outside of the house were full of gaps and that there were gaps around the windows on the outside. I've inserted *backer rods* in the gaps, and I've noticed a difference. You can find this grey tubing in any hardware store. Keep warm!
