I am positive that it is illegal for him to raise your rent. You are no way obligated to inform him that you are having a baby. In my state a lease that states your rent can not be changed until the lease is up. I would assume you are safe until the lease expires. You are protected by very similar laws that applicants to a new job are protected by. You never have to inform another person about your relationship status, family plans, religion, race ect. I am guessing the reason he pays for water is because you live in a triplex and the water is not metered like the electricity would be. That is a cost of doing business, his other option would be to have the water department set up meters for every unit so each tenant is being charged for the exact amount of water being used. I think that staging a food fight party with popcorn and flour is way more economical than a lavish extravaganza. It seems that some of these people are way to high on their horse. It is a kids party! No, maybe adults do not see the fun in it but to a child throwing flour may be one of the most exciting things they could ever do. Maybe a compromise would be that every child that attends bring a canned food good or donate money to a charity that the birthday boy or girl chooses. I think that some just need to lighten up and remember that there are simpler and cheaper ways to have fun.
