What worked for me was cutting the bottom of the shower curtain (right above where it hits the water). I also leave the curtain opened (spread out) when it dries instead of bunched up, this prevents all the water from staying in one place. I would also try a shower curtain that doesn't require a liner (they're known as waterproof fabric), they don't get messed up in the wash. Hope that helps!
