Is the gaming console also your media center? If not I would also suggest maybe investing in a good computer monitor and move the gaming station to a desk on the side, especially since he's using a keyboard not a controller. This solves half of your problem immediately. Replacing the shelf to the right of the tv with a desk and some wall mounted shelves could work, and get rid of the green loveseat and stick with your existing couch and green chair if you're not prepared to buy new furniture. Move the red couch to in front of the tv and bam! Done. This fills the needs of both people in the same space without "sharing", so to speak.

Herbs need LOTS OF LIGHT, especially what looks like basil and parsley that you have there. Only a south facing, sun all day window is going to be enough natural light for them to actually grow especially if you are using up their leaves.. I would suggest getting a small plant bulb and putting it up above the containers.

DEFINITELY remove the fake grass, I have personally found craigslist/kijiji great resources for free stuff like top soil, patio pavers, pea gravel, etc... I redid my back patio entirely for free. Seems like people are always ripping this stuff up and hoping for someone to take it away (if you have access to a vehicle of course). Wait a few more weeks and every plant you could ever want will be on sale for half price.

If it isn't harming anyone else more than the fact that it's an eyesore, this man has the right to do whatever he wants with his balcony. Why does anyone even care?
