Are you absolutely sure that rug is 100% wool?

I know from a knitting / handspinning standpoint that 100% wool shouldn't do what your rug did when exposed to heat. Scorch and leave brittle ash, yes. Melt/clump or be stiff, no. Can I suggest you try doing a burn test to confirm the fiber type?

I could be wrong, but I would guess that your rug has some olefin or nylon blended in. If that's the case there's not much that can be done except clip out the sections and possibly work in a patch.

Unless the rug is valuable or has significant sentimental value you'd probably do better putting it somewhere or under something where the spots won't be seen.
