A small collection of bonsai plants up there would be fantastic. While you are at it, consider also a Hokusai art piece or two for the living area.

I used to have something like that in my apartment balcony, complete with a small 'koi pond'. It's very interesting, except you might want to use smaller ornamental fish rather than koi - they tend to outgrow the pond real fast.

With that, you can consider perking the place up with a tint of oriental flavor: a piece of Asian art or two, bamboo plants and furnishings, oranges in place of flowers on the table, stone or fabric lanterns.
