There are actually two types of baseboard heat: electrical and hot water. And yes, with electrical, I would never have puddled curtains by the baseboards. But ours are actually hot water, so there's no fire risk. Either way, though, in the winter we actually pin up the curtains so that it doesn't prevent the baseboards from heating the room.
