I figured out the measurements. I modified the existing instructions a bit....

With an edge that measures 54" long, fold over 1" and then another 1". Pin, press and stitch in place. This forms finished back edges where the Velcro will be centered, pinned and stitched later.

Fold in half, selvage to selvage, right-side to right-side. Pin finished edges together and cut fabric at free ends(bottom and side) to square the fabric. (I came up with a folded rectangle of about 26"x32"). I tried to use as much fabric as I could.

Start at step 5 and continue to the end.

I hope it helps! Mine turned out great and I could fit two pillows in it.
