Had this issue in my last place. Open door during shower should help the most as well as kayonyc's suggestion of washing walls with vinegar or bleach - which will kill mold spores. As for the code issue, (at least in my city), it all depends on when the apartment was built. If the ventilation code only came into affect lets say 1970, but the apartment was built in 1930, your out of luck.

I just had a mice infestation that I got rid of. Did most of the things already suggested, but also keep this in mind:
-Before cleaning mouse droppings, spray them with a solution of water and bleach. You can get sick from the droppings, and spraying it first prevents the germs from flying in the air.
-Mice love dog food. Found this the hard way. We usually leave food out for my tiny dog at all times (low blood sugar), but now we put it away every night, or move her food to the room we are in.
-In addition to urine trials, they sometimes 'mark' the baseboards with their body, leaving a scuff like mark. I think I've read it's their body grease or something?
-I've tried all kinds of humane traps, but with no success. I finally resorted to my old landlords mixture of cornmeal and concrete powder. The mice don't think anything of the smell of concrete, so they eat it up, and the moment they go for a drink...unfortunately, this was the only way I got rid of them.

Here in Canada, it's considered rude to wear your shoes in somebody's house. In my community in particular, to keep you shoes on when entering a home means you think the house is really dirty. Interesting how the customs change from region to region.
