If I'm not mistaken, two different Apple IDs can share the same apps if Home Sharing is turned on. The second device would then connect to the main computer or transfer the app over to the computer it syncs with using Home Sharing. This does require iTunes running on a desktop or laptop of course, but it can work.

The other option is to sign out of one ID on one device and sign in using the other. Download the apps you want (that have been purchased under the other ID) and then sign back into the main one. The disadvantage here is that in order to update any of those apps, you need the password from the other ID.
