So, i checked out that link that bobbidy gave us up there, and it says that borax works best in hot water. so does it work ok in cold water? if i have to switch to using hot water, that kind of negates some of the cost benefits, not to mention the possible eco-ness of it. SPG, i had that problem with verizon (so, granted, not an identical issue -- but they charged me without giving me any service) but i finally got fed up and went to the BBB, and filed a complaint that big red owed me money, and BOY did they cut me a check fast. might work for you as well. i like the idea....but i'm a little hesitant about the plastic, like Erica in DC, and I would also prefer a really simple solution to replace baggies - ie something dishwasher safe.
