Yes - mulch may keep some weed seeds from sprouting, But if you are plagued by earwigs you probably don't want to just let that cardboard sit there. Corrugated cardboard is a great earwig habitat. The channels can be used to trap and help control earwig populations, much like rolled up newspaper. But you'd need to change the cardboard regularly.
