These are good tips for both apartment dwellers and homeowners, but you're making the assumption that some of these things are under the control of the renter. In my last two apartments, I had radiator heat, no access to the hot water heater or the furnace, and no thermostat. I don't think that's an uncommon situation, either.

I did install CFLs as the incandescent bulbs burned out and I did keep things on power strips to prevent vampire power. It didn't occur to me to caulk the windows (although it should have. My last place was a 90 year old building with original windows!), but the thermal shades/drapes are definitely a God-send in both the winter and the summer.
