I painted cabinets in my last rental becuase they were a horrible industrial/prison kitchen dirty taupe. I SWEAR the paint wasn't dry before we had to move. make the easiest fixes first, such as wall color and decor before you make a decision to paint cabinets. Re #2 Shelf and Drawer liners: After years as a restaurant owner I have been trained to never use liners. The health department says they make a perfect hiding place for bugs to breed and lay eggs, even the kind with an adhesive back. Shelf and drawer surfaces should be bare but washable. The gift I most appreciate is the grocery store gift card! Especially if you have a "cool" grocery in your area. I have gotten these several times from my boss and I always use them for something I would not spend the money on otherwise like fabulous coffee, cheese or really expensive olive oil or maybe some delicacy to offer my house guests.
