If you give a kid a book to entertain them while you finish dinner, does that make the book a "babysitter"? No. It's still entertainment. So are games, whether electronic or not. Personally, I'd rather that my daughter spent the time she's allowed to play with my phone while we're somewhere she is "stuck" - long car trips, the end of a dinner out when she is finished and we are not, or waiting for the doctor. She gets WAY less electronic time than I did growing up 30 years ago as a latch-key kid. I think she'll be fine.

We got a colorful duvet cover & pillow case set at IKEA (not in the kids section, incidentally) and coordinating plain colored sheets. We bought top sheets and fitted sheets but our daughter is also shunning the top sheet. But, we're hoping that the twin-sized stuff will last a while and she'll eventually want the top sheet too.

My daughter attends a Jewish preschool with similar guidelines. They publish a suggested list of lunches - maybe yours does too? Its definitely worth asking the teachers.
Other suggestions here are great - my kiddo loves cream cheese and jelly sandwiches. We also do leftover pasta - I make my own pesto, so I can make it without nuts, and other veggie purees as sauces: spinach with goat cheese/cream cheese, roasted peppers with olive oil and basil, or just leftover mac & cheese from a box.
Also - our school serves soynut butter at snacktime (there is a child in my daughter's class with a seed allergy, but no one with soy) and we were able to find soynut butter at Whole Foods - its actually pretty good :)
