Technically, this is a cutting table. This is what S&CA says about height.
Cutting Table Height
Stand with your elbows bent at right angles, then drop your hands very slightly so your arms are in a comfortable position. This is the height your cutting table—and ironing board— should be. Lowering the table height slightly from the 90 degree angle prevents you from banging your elbows on the table. You may want to vary it a bit, depending on the type of work you’re doing, but it should not be much lower.
I'm 5'10" and mine is 41" with locking casters. You need at least several inches of overhang all around so you can use clamps to hold the fabric. I used pink insulation board covered by special padding and canvas. That way you can pin into it too, as well as iron on it.

This certainly can't be "to code". So dangerous. You could probably be an obnoxious buyer and try to get the seller to fix it. The builder was an idiot.

Do you have a parishioner who is an interior decorator? The best fabric always seem to be "to-the trade" only. You also might find some remnants on ebay.

There may not be a hot toy this year but Leapster Explorer Tablets are no where to be found in stores or online and are selling for twice face value on ebay.

Could you cut the wallpaper with an exacto knife into a stencil and use fabric paint?
