Putting in the new doors on the original interior walls, sealing old ones are relatively DIY projects. Even building the closet could be.

I like HollyP's idea. And I think in general it's a great approach to being inspired by a piece of art and making it a focal point.
Use the palette of colors from the painting, but reverse their prominence.
So take the accent colors of the painting, and make it the dominent color in the room.
And take the dominant color of the painting, and make it the accent color in the room.

I'm a renter and can't go with big bold colors on the walls due to rental agreement (and not wanting to have to layer on paint to cover up bold colors...). I would go for relatively neutral walls (perhaps that lightest grey in the painting's background), and then use pieces that take up a lot of visual space (like drapes, or painting a bookcase, etc) in coral and white and black with smaller pieces like pillows etc in greys and taupes.
It could make for a really interesting and dramatic room.
I've done something similar with a predominantly deep, vibrant blue painting with accents of gold, red, and citron green in my bedroom.
The dresser and headboard are in a rich, reddish-toned wood, the drapes and bedspread are in citron green, the walls are a pale grey popular in museums (so they disappear easily), with accent pillows and a throw rug in the blue.
The room is still coming together, but the painting really draws your attention because it is complementary in its color... hierarchy.

Just another thought....
Do you really need both the table and the desk?
The table itself could work as a work space, removing the desk would provide some additional square footage, and you would just need to add some storage to make up for the lost drawer space of the desk.

Create an entry corridor by placing the couch and side table perpendicular to the door and facing the closet/kitchen doors.
Move the tv and bookcase to between those two doors.
Leave the table where it is mostly but give it a little breathing room by pulling it away from the wall some.
As for the office space, see what the flow is like leaving it where it is or scoot the couch away from the entrance towards the closet/kitchen, and place the desk behind it so that it doubles as a sofa table.

Considering there is what looks like relatively new berber carpeting in the house, there very well may be hardwood under it, but I would put money on it that it's not in good enough condition to refinish without serious expense... Otherwise, the current owners would have gladly had the wood refinished. It is a very well known way to improve the desirability of a house, one that any realtor would have quickly recommended especially in this wonky market. They didn't.
Cork is supposed to be very resilient. If you are looking to adopt a dog, go to a couple meet-and-greets for the breed you are interested in. Ask the people there. Different dogs will have different impacts on the floor. Yes, dogs can scratch floors, but a lower energy dog (very possible if you rescue... PLEASE RESCUE!) wouldn't have that much of an impact.

Honestly, if the landlord won't take the rug down. Walk away.
Justify it with allergies, etc. Decorating would be low on my concerns with all of the carpeting that's visible in those pictures.
There is always a reason a place is priced as a "steal." It's never gonna be in a tenant's good interest though.

personally, i would probably try putting your sleeping area next to the kitchen, a table for an eating/work space in the curved area, and a seating/tv space in the area close to the entrance.
don't bother trying to follow the curve or mimic it. it will just frustrate you. instead, take advantage of the interesting spaces that are created between the curve and the angles of rectilinear furniture. Places for plants, etc.
a cleaner/more modern aesthetic is probably a must though.

In the kitchen itelf, open-shelving seems to be the only way to go to me. Keep it very visually clean, and if your kitchenware is colorful, all the better. I can only do this for a limited amount of space, so I don't think it will really address all of my needs; I also enjoy cooking alot.
For a real storage/pantry and work area solution, though, I would build a counter at the height of the half wall that extends into the dining room; it would run into the corner of the dining room. The surface would serve as a prep space, breakfast bar, serving area, etc. Beneath that surface, I would have as much storage space as possible. Don't even make it a bar to sit at; think of it more as a counter-height buffet!

If you have $399 to shell out for a space heater, you've got enough income to burn for a better heating system. Ditto with the bladeless fan.

Design should always be looking to improve living, but in doing so it should be looking to make it AFFORDABLE!

I would go along with T Williams, but go a step further. I would like to see you integrate the dresser into a larger piece. Perhaps a square island with the back of the dresser being the underside of a countertop and stools to sit at, supported simply by a leg at each of the corners.

To do so, I would cut off the original legs of the dresser and replace them with ones in the same style as the legs to support the countertop corners. I wouldn't paint the dresser, just preserve the current staining and then go with a style for the 6 legs (Ikea being a great resource as has been mentioned) that may enable you to integrate the dresser into the style of the rest of the kitchen.

Doing so would further expand your prep area and give a nice place for quick meals or to work at. From the look of the surrounding area in your pictures, I think you may have enough space. It might also help you (if you're looking for it) to delineate the kitchen space from the dining space.
