Having lived in an apt. close to another one, among other things - I have #1 used earplugs in the bedroom & put on my air cleaner (or A/C))for white noise #2 yelled out the window in Spanish Shut up! #3 Cranked up Verdi's Requiem on a Good Friday #4 Played classical music (generally hated)on same station is several rooms at once!
We had some younger "frat" boys move in last year & what with complaints to the management & even calling the cops because we thought someone was getting beaten up next door - we have civilized them! Generally having a good relationship with your neighbors as to how to keep a place liveable helps a LOT! Enough neighborhood pressure & the loud ones usually settle down or MOVE out.
Also find out what the local noise ordinances are - as sounds above a certain level before & after AM & PM hours could be ILLEGAL - & then you could call the authorities on them - Here they will actually hand out tickets - which, costing $ - certainly gets the attn. of the noisy!

My drying rack was always in my bathtub & supplemented by hanging items on plastic hangers from the shower bar - and using those funny spidery racks that radiate from a central bar for stockings. Once things are damp, you can hang them behind doors, etc.

In my student flat in London there was hideous wallpaper - but because it was new, we couldn't do anything about it - so I posted posters/pix and so on all over the wall and secured it into the many layers of wallpaper with straight pins - I also think push pins would do less damage than double-edged tape!

In a time of desperation I actually put recycled bubble wrap under an inexpensive foam mattress topper to shore up my aging mattress. A bit noisy, but it worked.

It's a bit easier w/time- we had 2 legacies more or less at the same time to deal with - 3,000 mi away...I am getting som very nice 60's furniture - but I live in a small apt., not a house - We are trying to rearrange things and replace some particle board stuff with the things that are coming....You know, I really don't like minimalism to LIVE with - I prefer a shabby chic old-English country house feel, anyway...it's mre HUMAN. (Where do they put their BOOKS anyway. Or don't the minimalists READ?)

Check with the L.A. Housing Department to make sure that the eviction is legit & so that you get everything you are due. I have heard of lots of dirty tricks in this tight housing market vs. rent controlled apartments. My new corp. landlord tried to evict us, too. If you qualify, you can get free legal services from organizations like BelTzedek...but if you get a Nolo Press book (from the library?) you can figure out a lot yourself. I did & didn't have to resort to a lawyer.

Got a better result by hanging a Van Gogh reproduction of a field (which featured some perspective) above the sink. I recommend landscape paintings with perspective to bring the outside in.
