The 1st time I heard an articulate and relateable account of bedbug infestation was on the radio show This American Life a few years ago. Yours was even more articulate... I'm REALLY sad to hear what you're going through. Sadder still, the numbers tell us that bedbugs are on the rise and this is going to be happening to more and more of us.

Paint Color:
I love color, but I'm seeing white walls. Looks like this kitchen could start to feel cramped with too many design elements going on. A semigloss bright white will feel fresh and modern and your color accents will pop...
Backsplash:
I'd skip it, see above!
Window Treatment:
Know what's cool? Instead of curtains, try this look:

You get lace with a large pattern, and use it instead of mesh for the window screen. It's a nice, crisp Scandinavian statement that gives you privacy, and won't clutter the space like a curtain may. (Again, I'm sensing this room could feel cramped quickly)
Lights:
Multiple light sources!
Top of cabinets:
Baskets are a good idea! Maybe get them natural first, and decide what color to spray paint (if any) after the rest of your new kitchen is in place! Also, cute figurines or food containers or wine storage can look good, obvs.
Rug:
Totally agree with everyone that this will be a huge step with huge benes. I hope you can find a nice big one saturated with your fave colors (that don't clash with the floor tile).

Won't the child want to "cook" while you are cooking? Having a little one on the floor as I use my kitchen sounds annoying, they would hinder access to counter space and cupboards. Also it seems like a serious DANGER to the child, as most households drop knives and spill hot fluids now and then... I see the knives are just above this baby-kitchen, for instance.

Certainly looks cute, though. Maybe if this is a ginormous kitchen the knives can be used and the compromised-work-space issues won't come up.

I've dyed curtains, bedsheets, etc... I have a big plastic bin that I use which holds maybe 20 gallons. I rarely fill it halfway, and I follow the instructions for vat dying (with fiber reactive procion dye) and it's fine! I do the rinsing in my bathtub, and sometimes wash there too, by hand. You also could use your bathtub as a dye vat. I have gotten dye on my bathtub (it's where I put my plastic tub while dying) and it comes off... Best idea is to call Dharma Trading Company and ask them for suggestions! They are awesome.
