I have this same problem in the kitchen of my rental! It is really annoying when the little pieces come up as soon as you step on the tile.

Just like you, replacing the floor is not an option. I have been considering laying down some grout just to keep the tiles from moving around. I don't see why that wouldn't work. It is at least a temporary solution that will make walking in your own home a little less of a nuisance.

As long as the rest of the tiles are still in tact, then I don't think it will be necessary to remove all of the grout. You'll just need to cover it all to make sure it matches (unless it is not that noticeable). I would just pay extra attention to the broken tile to ensure it doesn't separate as the grout dries.
