People often associated these with fast road bikes or mtn bikes, but you can also mount your townie or city cruiser bikes on these too.

You can definitely find of these for less than $400 if you scour thrift stores or any shop that sells used bikes (rarer these days). Old Schwinn Trikes I see go for around $180 or so. But walk into any bike shop these days, and you'll realize that $400 is the going to rate. The cost of goods have gone up over the years for all things bicycles. I paid $2000 for a top of the line Campy Record carbon fiber Kestrel road bike back in 2001. Now in 2010, a bike of the similar caliber can be around $5000.
