I believe (Googled it a bit) the trains in India are mostly still open discharge meaning the toilets open directly onto the tracks. That should be a big concern. Whether they close the toilets when they approach train stations and that these trestles came from the stations themselves would be better, but how would you know? Besides, the other concern would be of all the other potential contaminants that come from trains.

I'm not sure about cooked oatmeal, but with cooked rice you could get Bacillus cereus contamination:

Reheating food doesn't necessarily kill the endospores nor the toxins that may have been released in the food.

This is bad for any garment that has shoulders to it. The weight of the coat/jacket/etc. will actually deform the shoulders over time.

The color temperature doesn't affect brightness. Wattage does. "Daylight" bulbs means the color temperature is 5000K or thereabouts - closely reproducing the colors produced by the sun during the day. Lower temperatures result in cooler (more bluish) whites while higher ones produce warmer whites.
