If you are renting, and the "noise" is outside the established "quiet hours," then you don't have to cater to them. As everyone has said, the neighbors need to understand that noise is a part of apartment living and learn to deal with it. When I'm home during the day and my upstairs neighbors are walking about, sure, I can hear it, but I don't bang on the ceiling with a broom. I sigh, grit my teeth, and turn up the tv.
