To avoid tracking, go for a "jump in" (as opposed to a set in) litter box. My cat loves to scratch around after going and used to kick/track litter all over the place. The jump in has stopped this and I'm sure this hack could be modified to put the entrance on top of the unit, though I would go for a lower height version if you can find it.
