If you make the Roman shade as wide as the window and hung it above the window that might work. Try hanging the board up above the molding and make the board double thick...use plain wooden board on the wall then mount the Roman shade board on that- that way the depth will be the same when compared to the window frame (you can cover both boards with fabric). It may even give you the advantage of making the window seem larger than it really is. If you make a scalloped or exciting (fringe, tape, something) bottom and have that rest on top of the window when open, you should be good to go. Good luck.
