Timing showers? Seriously, if they want to save water, measure it by the bucketful and take sponge baths. Replacing the standard fridge with a chest freezer that's tuned to fridge temperatures would also be more efficient, for some value of efficient, than what they're doing. But hanging signs about shower limits and fridge use is a better signal to others about how virtuous they are, I suppose.
