As an SF Renter for 5 years some things to consider:

(a) Visit your prospective apartment during the day AND at night. Sometimes what seems like a great neighborhood, isn't.
(b) SUNLIGHT. I lived in a bedroom without sunlight for a whole year and I'll never make that mistake again.
(c) Muni/ Garbage routes. I live on a street that has three bus lines going down it (the 6, 37, and 43). If my bedroom was in the front we would hear buses all night. Also, friends who lived a few blocks away were on the nosiest garbage route and they knew every Tuesday and Thursday they'd be woken up by people going through their recycling bins.
(d) In the neighborhoods west of Divisadero make sure they are dry (have good heating and or ventilation). I lived in an apartment that had little sunlight, no HVAC system, or cross-apartment ventilation which lead to a HUGE mold problem. If you are in a foggy part of town, mold is a very real problem and not fun to deal with.
(e) To agree with an earlier comment, cell phone service. In my last apartment using my cell phone at home wasn't an option.

I think your list is smart! But I would make sure that if you are spending more money for location (which is your #1) make sure it's for safety/accessibility more so than for convenience to shops/restaurants. At the end of the day SF is 7x7 and nothing is that far to get to!

I own the shower curtain from CB2 and I love it! It absolutely brightens up an otherwise boring, rental apartment bathroom. The yellow in it also inspired me to bring yellow into the room in other ways: towels, art work, rug, etc. It's nice to walk in there first thing in the morning!

Trust me, San Francisco is cold and this winter it was freezing!! Temperatures in the 30s! I would LOVE this because our bedroom has no isulation (the landlord said that in 1906 they didn't put insulation in) and therefore is no more than 10 degrees warmer than whatever it is outside. Since we don't have central heat (only two wall heaters, one in the living room and one in the dining room) and no heat in our bedroom I slept with two comforters, pjs, socks, and a hat to bed until we could get a spaceheater. But that can jack up your pg&e bill, which it did, and made my boyfriend none too happy.

A heated mattress pad sounds like just what we need :)

I had the ikea bed that "kea" mentioned and I loved it. It was identical to the west elm one in terms of the underbed storage and it was really great. And yes, a fraction of the cost :)

Jen I don't have any great suggestions to your problem; if anything I am commenting just to commiserate! I live in a 900 square foot apartment in san francisco with no central heat and two wall heaters that work at half speed and neither are in our bedroom. Our bedroom is so cold at night that sometimes I wear a big furry hat to bed on top of the long flannel pjs and two down comforters.

I think talking to your landlord is key. I wrote a note to mine when sending our January rent and mentioned that we needed our wall heaters checked and he not only offered to fix/updated the heaters he is going to give us a runner for our long hallway and make sure that any gaps in the windows are sealed.

No matter how beautiful your apartment is, you have to be comfortable living in it :)

I watched the season premiere and watched a bunch of episodes from last season. It's very sad because this is a mental illness that people deal with, but it's also dangerous.

A friend of mine lived next store to a hoarder and because his apartment was so stock piled with stuff it caught on fire. It was the smell of burning plastic that woke her up and she luckily called the fire department in time so that no damage was done to her place. Luckily, her neighbor was not in the apartment. It turned out that he lives in his car now because his apartment has too much stuff in it. Really sad.

I agree with patrick (the other one). Make sure you test colors first before painting the whole room. We painted our whole living room Blue Hydrangea from Benjamin-Moore and at first it looked great, but when it dried it looked like a baby boy's bedroom! Eeek! We ended up painting the room over with a lighter, almost grayer blue color (which I am failing to remember the name at the moment, maybe harbor fog?). The lighter color turned out much better. Most hardware stores (or a Lowes or Home Depot I'm sure) have the little samples for $3 or the tiny can for $7; I'd try a couple out and let it dry so you really know what you want. :)
