I don't think it should be a problem. that which keeps the fruit from turning will also keep the tarragon from turning.

I think the same effect could be achieved by punching some holes in a rubbermaid and lining it with an Ikea bag.
I recommend cutting them in half. you don't need a huge sponge anyways, and that way when it wears out you have twice as many replacements.
