it doesn't feel taboo - it just looks silly. like catspajamas says - art is supposed to be seen. if you cannot see it, why hang it at all? it looks a lot like "oh look! we are so original!!"
i would use steel wire instead of a rod, and then a lightweight floor to ceiling curtain on rings, as simple as possible to not take away from the gorgeous windows.
at my house (14 flats) we put stuff we do not need anymore in the hallway where everybody gets to see it coming into the house- things are usually gone within a few hours. it's everything from book...

i think the kitty in question is using the top "shelf" for sleeping or as a view point. cats can be comfortable in small spaces if they want to - and every cat i had would have loved this.
