I have had a similar situation across the street from me. along with calling the police, I mailed them an anonymous letter and knock on wood - - the mayhem has stopped.
if I get it home and it doesn't work, I donate it. I figure it's good karma and brings me luck for future purchases of things that are "just right". :)

this sounds corny but I think "comfort, pride, and love" is the key to a making a place feel good.
I vote take off the existing steps and use beautiful wood in its place.
