These are indeed terrible and unfortunately in the Netherlands (where I live) I've seen them too... People put these creeps in their garden in front of their window so it looks like they are lookin...

These have been around for years. The original was made using a condom filled with hard boiled eggs. I like it; these pictures don't do it justice.
